Dutch has over 28 years of telephony management experience. As VP Construction West, Dutch oversees all operations of outside plant construction and engineering (aerial, substructure, underground and direct-buried construction services) as well as copper and fiber splicing in the Western U.S.

Prior to Volt Telecom Group, Dutch was with Verizon (and legacy GTE) for 28 years; most recently as Director Network Engineering and Planning - West Coast Region. Dutch was responsible for 690 employees who met all wire line network needs in CA, WA, OR, ID, NV and AZ as well as the communication requirements of 6 million customers, including the Near Out-of-Franchise areas of Washington State and California. He also was responsible for the capital program expenditures for the same area.

Dutch began his career at GTE in 1981 in California. He held positions of increasing responsibility beginning with cable splicer while earning his degree. Upon earning his degree, he worked on international projects in Canada and South America as well as ICGS in CA and HI. He gained experience throughout the company and its subsidiaries, managing projects like CyberPop, Flexani, and the initial rollout of DSL to the first 300 offices. He then accepted a position as Director - Engineering & Operations Southern Region BBN / Genuity, gaining him the experience to manage large, mutli-disciplined teams in multiple states and regions.

Dutch returned to Verizon as Director IT Business Development, where he gained insight into back-end telephony systems and began long-term business relationships with the CIOs of the major industry players. He then was promoted to Director FTTP Program Management West where he built his management team and refreshed the organization. His team managed the merger of two former regions, at the same time increasing efficiency by regionalizing management and processes.
